Turkey launches AD investigation into brown kraftliner imports from Brazil, Finland, Poland and Russia

Turkey is considering to impose antidumping (AD) duties on imports of certain kraftliner papers from several European countries and Brazil. According to document no.2016/46, published in the country’s Official Journal on 30 October, the government has opened an antidumping investigation into imports of unbleached kraftliner from Brazil, Finland, Poland and Russia. The product subject to investigation is unbleached kraftliner with basis weights of 175 g/m² and below. The investigation was opened upon complaint of Turkey’s kraftliner manufacturer OYKA Kağıt Ambalaj Sanayi ve Ticaret.
OYKA Kagit runs one integrated pulp and paper mill producing 100,000 tpy of kraft paper, sack kraft paper and kraftliner. The company also runs a converting site with an installed capacity of 220 million pieces of paper bags and sacks for different consumer markets and industries.
In early summer 2015, the Turkish government imposed an AD duty for unbleached kraftliner imports from the US. The import duty for paper supplied by International Paper (IP) and Rock-Tenn was set at 9.43% and 15.06% of the CIF value, respectively. All other US suppliers are charged with an import tariff amounting to 19.96% of the CIF value.
All parties concerned are invited to participate in the AD investigation and send their comments within 37 days of the publication of the notice. (Source: EUWID)
